In response to a few questions posed in comments I am posting the following information.

In ancient times in India Kajal or kohl, made from principally from soot and other ingredients, has been applied to the lower eyelid. In modern times, it has become more of a makeup fashion statement for women, however in past times men and children would have it applied also.

Originally a treatment to protect against eye ailments, it has attracted a range of purposes/meanings over the centuries such as protecting the eye from the sun's glare, protecting against the evil eye or bad vibes, as well as, mothers applying it to their baby's eyes to protect them or to strengthen their eyes.
